My friend invested in this stock for many years. He obtained a good appreciation in the stock price and dividend yield.

He liked this stock because the inspection price and supply is fixed by the government and the business is likely to generate steady profits.

I extracted the latest financial indicators as follow:

PE ratio (27.2 times)
Earnings yield 100/27.2= 3.67%
Dividend yield 4.56%

Vicom earns 3.67% on their share capital and pays a dividend of 4.56% (partly out of past profits).

The stock price increased from $1.42 to $2.04, i.e. 43%) over a period of 5 years.

He had indeed made a good investment over the past years. 

However, the financial indicators do not appear attractive. I prefer to invest in good quality stocks with low price earning ratio, i.e. below 10.0 times.
